Amends Section 273 of the Mississippi Constitution to change the maximum signature threshold from any single congressional district for initiative petitions

Changes the current limit of one-fifth (1/5) of total required signatures per congressional district to a formula-based fraction where the numerator is one (1) and the denominator equals the total number of congressional districts statewide

With Mississippi's current four congressional districts, this effectively allows up to one-fourth (1/4) of signatures to come from any single district instead of the previous one-fifth limit

Excess signatures from any congressional district beyond the allowed fraction will not be counted by the Secretary of State when determining petition qualification

Proposed amendment would be submitted to voters at the November 2026 general election for ratification
