Proposes amending the Mississippi Constitution to allow citizens to propose new laws or amend/repeal existing laws through ballot initiatives, independent of the Legislature

Requires petition signatures from at least 8% of qualified electors (based on last gubernatorial election) collected over 12 months, with signatures distributed across congressional districts to prevent concentration from a single district

Prohibits initiatives on constitutional amendments, Mississippi Public Employees' Retirement System, local/special laws, state treasury appropriations, abortion-related laws, and right-to-work protections

Limits ballots to three initiative proposals maximum per election; approved initiatives take effect 30 days after official vote declaration and cannot be substantively amended or repealed by the Legislature for two years

Requires initiatives receiving legislative amendments to appear on the ballot alongside the original version, with both needing majority approval plus at least 40% of total votes cast to pass
