Creates a State Suffrage Restoration Panel to issue Certificates of Eligibility to Register to Vote to persons convicted of nonviolent disenfranchising crimes, providing an alternative to the current requirement of a two-thirds vote by both legislative chambers

Adds human trafficking, attempted murder, and sexual battery to Mississippi's constitutional list of crimes that permanently disqualify a person from voting

Retains the existing legislative restoration process requiring a two-thirds vote of all elected members in both houses, with reasons recorded in the journals and a roll call vote

Proposes amendment to Sections 241 and 253 of the Mississippi Constitution of 1890, to be submitted to voters on the first Tuesday after the first Monday of November 2026
