Requests the Joint Committee on the Library of Congress to approve replacing Mississippi's two statues in the U.S. Capitol's National Statuary Hall Collection

Current statues of Jefferson Davis (Confederate president) and James Zachariah George (Confederate colonel) would be removed; both were dedicated in 1931

Proposed replacement statues would honor Fannie Lou Hamer, civil rights leader and voting rights advocate born in Montgomery County, Mississippi, and Hiram Rhodes Revels, the first African American to serve in the U.S. Senate (1870-1871)

Requests the Governor to issue a proclamation supporting the replacement and create a commission to solicit private contributions for the new statues' creation and placement

State would bear all costs including design, construction, transportation, placement of new statues, and removal of existing ones under federal law (2 USC Section 2132)
