Amends Section 273 of the Mississippi Constitution to update signature distribution requirements for initiative petitions to reflect the current number of congressional districts (currently 4, down from the previous 5)

Changes the cap on signatures from any single congressional district from a fixed "one-fifth" to a formula dividing total required signatures by the number of existing congressional districts at the time of filing

Maintains the requirement that excess signatures from any single district will not count toward the 12% threshold needed to qualify an initiative for the ballot

Proposed amendment would be submitted to voters on the first Tuesday after the first Monday of November 2026

Makes technical corrections to ballot language formatting but does not alter other aspects of the initiative process, including prohibitions on certain subject matters and the 40% voter threshold for approval
