Directs the Department of Finance and Administration to develop a master plan for state-owned land bordered by North State Street, East Woodrow Wilson Avenue, North Mill Street, and Taylor Street in Jackson, with a report due to the Legislature by January 1, 2027

Requires the report to include recommendations for a multi-purpose stadium with minimum 30,000 seating capacity on or near Jackson State University's campus for football, soccer, and other sporting events

Mandates Jackson State University provide proof of at least $50,000,000 in committed funds from private, local, or federal sources by January 1, 2027

Authorizes Jackson State University to lease stadium naming rights for up to 20 years to public, private, commercial, or charitable entities, subject to Board of Trustees approval

Appropriates $400,000 from the Capital Expense Fund to the Board of Trustees of State Institutions of Higher Learning to cover costs associated with the report and related activities
