Establishes March 20th (first day of spring) as the annual "REST Y'all Mississippi Collective Day of Rest" to encourage intentional rest, reflection, and renewal practices statewide

Addresses public health challenges in Mississippi including chronic stress, burnout, cardiovascular disease, mental health strain, and caregiver fatigue affecting individuals and communities

Recognizes that Black women in Mississippi face disproportionate chronic stress due to intersecting roles as caregivers, professionals, community leaders, and family anchors

Acknowledges Black Women DO Heal, Inc., a Mississippi-based nonprofit organization promoting rest, recovery, and wellness as components of holistic health

Encourages voluntary participation by public agencies, businesses, schools, nonprofits, healthcare systems, and faith organizations through flexible scheduling, wellness activities, reduced meetings, and quiet spaces
