Eliminates the requirement for a student's current school district to consent before transferring to another district; only the receiving (transferee) district's approval is now required

Requires transferee school boards to act on transfer petitions at their next regular meeting after receipt, with failure to act constituting rejection; approved transfers must be finalized by March 15 of the year before the transfer occurs, absent good cause

Authorizes receiving school districts to charge a reasonable fee for accepting transfer students

Preserves the Mississippi High School Activities Association's authority to determine extracurricular eligibility for transferring students

Specifies that transfer provisions do not supersede enforceable desegregation court orders or court-approved desegregation plans
