Reenacts the State Grand Jury Act (Sections 13-7-1 through 13-7-47), which was automatically repealed on July 1, 2024, restoring the statewide grand jury system with jurisdiction extending throughout Mississippi

State grand juries consist of 20 persons with 15 members constituting a quorum, serving initial 12-month terms that can be extended up to 6 months (maximum 2 years total)

Current subject matter jurisdiction is limited to narcotics and controlled substance offenses, and related crimes, that occur in or have significance across more than one circuit court district

Proposes expanding jurisdiction to include officer-involved shootings, certain embezzlement and fraud cases, and public corruption, contingent upon voter approval of a constitutional amendment to Section 26 of the Mississippi Constitution

Requires 12 or more grand jurors to vote in favor for an indictment, with proceedings kept secret and violations of secrecy punishable by up to $5,000 fine and/or one year imprisonment
