Transfers administration of probation and parole officers from the Mississippi Department of Corrections' Division of Community Corrections to the Mississippi Department of Public Safety, effective July 1, 2028.

Requires the Commissioner of Corrections and Commissioner of Public Safety to jointly develop and submit a two-year transfer plan to the Legislature and Governor by January 1, 2027.

Establishes probation and parole officers as sworn law enforcement officers of the Mississippi Highway Patrol, requiring them to obtain law enforcement professional certification within six months of employment.

Creates a new Office of Community Corrections within the Department of Public Safety to administer the transferred probation and parole officers assigned to circuit court districts.

Authorizes the commissioners to receive public and private funds, contract with governmental entities including the Federal Bureau of Prisons, and promulgate rules to implement the reorganization while minimizing transfer costs.
