Requires qualified electors to be designated as "active voters" in Mississippi's Statewide Election Management System to serve as competent jurors

Removes outdated disqualification language referencing "common gamblers" and "habitual drunkards" from juror competency requirements

Adds new disqualification for prospective jurors who have a substance use disorder

Maintains existing juror requirements including minimum age of 21, ability to read and write, no conviction of an infamous crime, and no unlawful sale of intoxicating liquors within the past 5 years

Takes effect immediately upon passage by the Mississippi Legislature
