Designates the Bureau of Building, Grounds and Real Property Management within the Department of Finance and Administration (DFA) as the central leasing agent for all state agencies requiring office space, effective January 1, 2027.

Requires state agencies to obtain DFA approval before entering, renewing, or negotiating any lease, lease-purchase, or purchase agreement for office space, and mandates use of state-owned buildings when space is available.

Exempts the military department, universities, community colleges, University of Mississippi Medical Center, and Accelerate Mississippi workforce training sites from the centralized leasing requirements.

Establishes that solicitations for statewide office space may be restricted to properties within the Capitol Complex Improvement District, with awards going to proposals within that district unless doing so would increase current rental costs.

Requires DFA to submit annual reports by December 1 to the Public Property Committees regarding potential savings from purchasing privately owned buildings for state agency office space.
