Converts four Mississippi restitution centers (Greenwood, Flowood, Hinds County, and Pascagoula) into prerelease reentry centers operated by the Department of Corrections

Inmates within one year of their earliest release date may be placed in prerelease centers with approval from a classification hearing officer and the Commissioner of Corrections

Requires the Department of Corrections to provide comprehensive reentry services including counseling, housing assistance, employment training, state-issued identification, healthcare, education, cognitive behavioral programs, and drug/alcohol treatment

Directs the department to seek federal funding for offender support services and develop pilot programs focused on personal growth, behavior change, residency planning, and community reentry

Repeals existing statutes authorizing restitution centers (Sections 99-37-19 and 99-37-21) and updates multiple related code sections governing sex offender registration, department functions, and personnel requirements
