Authorizes the Bolivar County Board of Supervisors to establish a utility district within the Choctaw community to own, control, operate, and maintain the Choctaw Sewer Association system, including lift stations, treatment lagoons, and pipes

Permits the county to use general funds or grant money to repair and improve the sewer system prior to transferring it to the new utility district

Creates a board of commissioners (3-5 members) appointed by the Board of Supervisors, with initial 2-year terms followed by 5-year terms, to govern the utility district independently

Exempts the utility district from obtaining a certificate of convenience and public necessity from the Mississippi Public Service Commission since the system already exists

Allows the utility district to collect delinquent sewer fees by partnering with water associations to shut off water service for customers 60 or more days past due on sewer payments
