Amends Mississippi Code Section 23-15-713 to allow any duly qualified elector to vote by absentee ballot without needing to meet specific eligibility criteria

Eliminates the current requirement that absentee voters fall within specific categories such as students, teachers, those with disabilities, voters 65 and older, or those required to work during polling hours

Removes nine existing eligibility categories for absentee voting, including being away from county of residence, physical disability, age 65+, congressional delegation members, and incarcerated individuals awaiting trial

Effective date is July 1, 2026
