Reduces the waiting period for felony expunction eligibility from 5 years to 3 years after successful completion of all sentence terms and conditions

Maintains existing requirement that applicants must pay all criminal fines and court costs before petitioning for expunction

Preserves the list of felonies ineligible for expunction, including crimes of violence, first-degree arson, drug trafficking, third or subsequent DUI offenses, felon in possession of firearm, sex offender registration violations, voyeurism, witness intimidation, vulnerable person abuse, and embezzlement

Limits individuals to one felony expunction, with "one conviction" interpreted to include all convictions arising from a common nucleus of operative facts

Effective date of July 1, 2026
