Mandates a hearing with a court reporter if substantial evidence of violation exists, followed by a majority vote of the local governing authority to determine removal or non-removal

Provides judicial review through circuit court appeals within 30 days, with further appeal available to the Mississippi Supreme Court

Establishes that chronic absenteeism (missing 20% or more of school board meetings in a calendar year) constitutes grounds for removal recommendation based on neglect of official duties
