Legalizes mobile sports betting and online race books statewide, allowing wagers via websites, mobile phones, and other internet-connected devices from anywhere in Mississippi.

Requires mobile sports betting platforms to obtain a manufacturer's and distributor's license from the Mississippi Gaming Commission and contract with a licensed casino operator to operate.

Limits each licensed casino to contracts with no more than two online sports pool platforms and two online race book platforms, with mandatory age verification (21+) and geofencing technology.

Imposes a 12% fee on gross revenue from mobile sports wagering, with all proceeds deposited into the newly created Mississippi HOPE Scholarship Program Fund.

Establishes new minimum requirements for casino licenses issued after December 31, 2026, including at least 300 hotel rooms, 40,000 square feet of casino floor space, and 500-car parking capacity.
