Creates a Technical Advisory Board (TAB) to develop and annually revise a Comprehensive Coastal Conservation and Restoration Plan for Mississippi's Gulf Coast, covering restoration, storm protection, habitat construction, and water quality projects

TAB membership includes a Governor-appointed chairman, representatives from Department of Environmental Quality, Department of Marine Resources, Secretary of State's office, University of Southern Mississippi, Mississippi State University, a nonprofit environmental representative, plus non-voting legislators from each chamber

Requires the TAB to hold its first meeting by September 1, 2026, with the plan to be revised every five years and annual reports on project monitoring and progress toward goals

Limits TAB administrative expenses to no more than 1% of funds administered under the act

Amends existing statutes to require the Department of Marine Resources, Department of Environmental Quality, and Secretary of State to carry out responsibilities under this new coastal restoration framework, effective July 1, 2026
