Designates a one-mile segment of U.S. Highway 51 in Canton, Madison County, Mississippi, from Corrections Drive north to South Union Street, as the "Judge Lloyd Gilmer Spivey III Memorial Highway"

Requires the Mississippi Department of Transportation to erect and maintain appropriate signage along the designated highway segment

Removes the existing prohibition against naming state highways, roads, streets, or bridges after elected officials during their term of office or for 10 years after leaving office

Retains the requirement that local governing bodies must adopt and file a resolution requesting the Legislature to name any highway after a person before legislation can be enacted

Takes effect July 1, 2026
