Expands the definition of "veterinarian" in Mississippi to include graduates of foreign veterinary schools who have completed a residency program of two or more years and hold board certification from an AVMA-recognized specialty organization

Foreign-educated veterinarians licensed under this pathway may only practice within their certified specialty area; practicing outside that specialty constitutes a violation subject to penalties under Sections 73-39-67 and 73-39-91

Allows these specialty-certified foreign graduates to lecture, give instructions, and provide demonstrations at accredited veterinary schools and continuing education courses within their specialty area

Creates a new licensing pathway enabling foreign veterinary graduates with specialty board certification to obtain either a standard license or license by endorsement to practice in Mississippi

Takes effect July 1, 2026
