Removes the cap of 15 charter school approvals per fiscal year that the Mississippi Charter School Authorizer Board could previously authorize.

Creates a new category of "special purpose charter schools" focused on career/technical education, STEM, special education services, or other specialized instructional models, which can be approved in any school district regardless of district rating.

Expands authorization powers beyond the state Charter School Authorizer Board to include state universities, community colleges, local school boards (rated A, B, or C), the State Board of Education, and the Mississippi Office of Workforce Development for special purpose charter schools.

Allows charter management organizations to hold contracts covering multiple charter schools and permits charter contracts to include more than one school under a single agreement.

Establishes enrollment preferences for charter schools, including allowing special purpose charter schools to serve students statewide rather than being limited to specific geographic areas.
