Authorizes the Public Service Commission (PSC) to investigate and cancel a municipality's certificate to provide water service more than one mile outside its municipal boundaries if the service is found inadequate

Expands PSC authority to petition chancery court to place municipally owned water systems (not just electric utilities) into receivership when service is inadequate, abandoned, or management is grossly inefficient

Allows court-appointed receivers to take control of failing municipal water systems, operate them to preserve assets and serve customers, and potentially liquidate or transfer the system if conditions don't improve

Maintains existing PSC oversight framework where utilities must be given notice, a hearing, and reasonable time to correct service deficiencies before certificate cancellation
