Updates recordkeeping procedures for license examiners by replacing references to "perforated sections" with "orders" mailed by trial judges and removing outdated receipt requirements for applicants.

Expands the special fund for Department of Public Safety equipment purchases to cover "vehicles" instead of only "patrol cars," and updates references from "Mississippi Highway Safety Patrol" to "Department of Public Safety" throughout the code.

Adds mobile identification notification as an authorized method for the Commissioner of Public Safety to notify individuals of driver's license suspensions, cancellations, or revocations.

Renames the law from "Highway Safety Patrol and Driver's License Law of 1938" to "Mississippi Driver's License Law" and removes references requiring the commissioner to be located in Jackson.

Repeals Section 63-1-34, an outdated provision requiring the Mississippi Authority for Educational Television to prepare video tapes, effective July 1, 2026.
