Requires scrap metal dealers to maintain records for at least two years including seller identification, photographs of metal property, and signed ownership statements, with records available to law enforcement and Secretary of State examiners

Prohibits cash transactions for metal property purchases, requiring payment by check or electronic funds transfer, and bars purchases from persons under 18 years of age or between 9:00 p.m. and 6:00 a.m.

Establishes graduated penalties for violations: misdemeanor fines up to $1,000 for amounts under $1,000; felony imprisonment up to 5 years and $10,000 fine for $1,000-$5,000; up to 10 years and $15,000 for $5,000-$25,000; and up to 20 years and $20,000 for amounts exceeding $25,000
