Requires circuit/municipal clerks or county/municipal election commissions to enter into written agreements with party executive committees when the executive committee requests to delegate all of its election duties, making such agreements mandatory rather than optional for the clerk or commission.

Applies to eligible political parties that received either 10% of the gubernatorial vote in the last two elections or 25% in three of the last five gubernatorial elections.

Covers delegation of multiple election administration duties including poll manager training, poll manager appointments, ballot box distribution, ballot printing and distribution, and canvassing of election returns.

Amends seven sections of the Mississippi Code (23-15-239, 23-15-265, 23-15-266, 23-15-267, 23-15-333, 23-15-335, and 23-15-597) to add the mandatory agreement provision.

Takes effect July 1, 2026.
