Financial need threshold set at $42,500 annual family income for families with one child under 21, plus $5,000 for each additional child under 21

Simplifies the definition of "Mississippi law enforcement officer" to mean any officer certified and in good standing with the Board on Law Enforcement Standards and Training, replacing a lengthy list of specific officer categories

Removes the outdated waiver procedure for the 1996-1997 academic year regarding core curriculum completion requirements
