Expands permissible uses of the Local Government Records Management Fund from supporting only the Local Government Records Office and local records management grants to also include Department of Archives and History services for historic preservation and museum services to counties and municipalities

Maintains the existing $1.00 filing fee structure for public record filings, with 50 cents deposited to local general funds and 50 cents remitted to the state fund

Counties collecting $300 or more monthly remit fees monthly; those collecting less remit quarterly

County participation remains optional, requiring board of supervisors approval by resolution before fee collection begins

Effective date is July 1, 2026
