Citizens adversely affected by knife-related restrictions imposed by state agencies or local governments could file civil suits seeking declaratory and injunctive relief in circuit court

State agency heads or governing body members found in violation could face personal civil liability up to $1,000 plus attorney's fees, with public funds prohibited from being used for their defense or reimbursement

State law enforcement agencies would remain exempt from these restrictions when regulating knives issued to or used by law enforcement officers during official duties
