Authorizes Mississippi county boards of supervisors to negotiate contracts with political subdivisions (cities, towns) for housing prisoners at mutually agreed rates, provided the rate is not less than what the Department of Corrections pays counties

Removes the previous cap that limited charges to political subdivisions to the state-set Department of Corrections rate, allowing counties to potentially charge higher negotiated rates

Maintains existing prisoner feeding cost limits of $15.00 per prisoner per day for county-funded meals

Preserves three options for counties to feed prisoners: contracting with local caterers/restaurants through competitive bidding, direct purchase by the sheriff, or contracting with local public community hospitals

Takes effect July 1, 2026, but contains a drafting error with a simultaneous repeal date of June 30, 2026
