Revises definitions to clarify that "practice of medicine" includes both allopathic and osteopathic medicine, and "physician" means a medical doctor or doctor of osteopathic medicine.

Establishes exemptions from licensure requirements for medical students, emergency responders providing free care, commissioned military medical officers, practitioners of other healing arts, religious practitioners, family members providing home remedies, and athletic team physicians.

Creates a "retired status" license option for physicians who wish to retain their license without actively practicing, exempting them from renewal fees and continuing education requirements until they apply for reinstatement.

Allows temporary licenses of up to 14 days for visiting physicians and up to one year (extendable to eight years) for those in ACGME-accredited internship, residency, or fellowship programs.

Adds two public members unrelated to the healthcare industry to the State Board of Medical Licensure and requires the Mississippi Physician Health Program to provide performance statistics to the board.
