Brings forward 30 existing code sections (41-4-1 through 41-31-5) related to the Department of Mental Health and Community Mental Health Centers for potential future amendment during the 2026 legislative session.

Preserves current law establishing the Rose Isabel Williams Mental Health Reform Act of 2011, which directs delivery of mental health services for citizens with mental illness, alcohol/drug dependence, and developmental disabilities in their communities.

Maintains the nine-member State Board of Mental Health structure, with members appointed by the Governor for four-year terms, and the requirement for the board to appoint an Executive Director and Medical Director.

Continues authorization for the board to certify regional mental health/intellectual disability centers, establish minimum service standards, collect fees, and develop strategic plans for service delivery.

Preserves provisions allowing the board to establish mental health holding centers for short-term emergency treatment and to enter into contracts with state, federal, and private entities.
