Standing Commission on School District Efficiency must compile annual reports by November 30 (starting 2026) containing enrollment data, administrative costs per pupil, accreditation levels, and school capacity for all Mississippi districts

Legislature will determine through legislation in the 2027 session and beyond which school districts must consolidate, with the first consolidated districts taking effect July 1, 2029

Districts subject to consolidation may submit their own consolidation plans; if rejected or not submitted, the Commission will develop a plan and appoint a five-member transitional governing board

Transitional boards assume control of affected districts on January 1 of the consolidation year, replacing existing school boards until new elected boards are constituted

Districts not scheduled for consolidation must submit data by October 31, 2027 analyzing whether reducing the number of schools within their district would be feasible or advantageous
