Authorizes the Superintendent to designate schools as "underperforming" (failing to meet standards for 2 consecutive years) or "chronically underperforming" (failing for 4+ consecutive years), requiring implementation of turnaround plans with specific interventions

Requires annual reporting on genocide education programs, tiered intervention services, and English as a Second Language learner programs, while establishing data collection systems to assess efficacy and equity of state and federal mandated programs
