Requires the Mississippi Department of Education to develop a "success sequence and character education" curriculum for K-12 public schools by January 1, 2027, with mandatory implementation by school districts no later than the 2028-2029 school year.

Mandates instruction emphasizing finishing high school, working full time, and marrying before having children, along with 15 specified character traits including trustworthiness, responsibility, respect for parental authority, and "sexual abstinence outside of marriage."

School districts may use the state-developed curriculum or create their own with department approval, and must consult with a committee of parents, educators, and community members during development.

Prohibits religious or political proselytizing within the required curriculum, but exempts optional after-school programs led by third parties, which may include religious or political instruction with parental consent.

Requires the department to compile data on curriculum impact and submit annual reports to the Governor, legislative leaders, and education committee chairs, with information made publicly available online.
