Repeals the existing Education Achievement Council and establishes the Mississippi Postsecondary Attainment Council (M-PAC) to set statewide postsecondary attainment goals and develop strategies to increase the percentage of adults with college degrees, credentials, or certifications

Creates a 25-member voting council with representatives from academic institutions (including IHL, community colleges, private colleges, K-12), private sector businesses in priority occupations, and state government officials including legislative committee chairs

Requires M-PAC to publish an annual report by November 1 each year beginning in 2027, measuring progress on postsecondary attainment rates, and maintain a publicly accessible dashboard-style scorecard

Designates the Office of Workforce Development as principal staff support, with additional staffing from IHL, Community College Board, Mississippi Alliance of Independent Colleges and Universities, and the State Longitudinal Data System

Takes effect July 1, 2026, with legislative members receiving per diem and expense reimbursement while non-legislative members serve without compensation but may receive travel expense reimbursement
