Defines "nicotine-adjacent product" as any product containing substances with chemical structures substantially similar to nicotine (such as 6-methylnicotine/metatine or nicotinamide/nixodine), products with similar effects on the central nervous system, or products manufactured to evade existing tobacco regulations

Prohibits the sale of nicotine-adjacent products to individuals under 21 years of age, with fines of $250 for first offense, $500 for second offense, and $1,000 for third or subsequent offenses

Establishes enhanced penalties for selling nicotine-adjacent products within 1,500 feet of schools or 1,000 feet of churches, parks, gyms, youth centers, or movie theaters, including fines up to $1,500 and up to 50 hours of community service for repeat offenses

Expands the definition of "ENDS product" (Electronic Nicotine Delivery Systems) to include nicotine-adjacent products, subjecting them to existing manufacturer certification, directory listing, and retail compliance requirements

Effective date is July 1, 2026
