Registered providers of services for homeless persons enrolled in a Continuum of Care Program would be exempt from civil filing fees in chancery court for altering birth and marriage certificates on behalf of homeless clients.

The exemption also covers application fees for driver's licenses, identification cards, and learner's permits for homeless persons served by these registered providers.

Amends Section 25-7-9 to add birth and marriage certificate alterations for homeless persons to the list of civil filings exempt from the standard $85 chancery court filing fee.

Amends Section 63-1-43 to require the Department of Public Safety commissioner to waive driver's license, identification card, and learner's permit fees for homeless persons served under this act.

Effective date is July 1, 2026.
