Requires the Mississippi Division of Medicaid to make payments to out-of-state pediatric teaching hospitals located in border cities along the Mississippi River if CMS approves an increase in the state's provider payment initiative request

Defines eligible "border city university-affiliated pediatric teaching hospital" as one with a university affiliation agreement, state pediatric hospital license, at least 5 pediatric specialty training programs, and at least 100 beds dedicated to patients under age 21

Payment amounts would be estimated based on the hospital's prior year utilization by Mississippi managed care patients

Legislative intent specifies that payments to out-of-state hospitals shall not exceed the cost of equivalent in-state services and shall not reduce payments to any Mississippi hospitals

Takes effect July 1, 2026
