Establishes the "In-Person Early Voting Act" allowing qualified electors in Mississippi to vote in person at the registrar's office beginning 15 days before any primary, general, runoff, special, or municipal election until 12:00 p.m. on the Saturday immediately preceding the election.

Requires early voting to occur only at the registrar's office during regular business hours, with extended hours until 7:00 p.m. during the last full week before an election and Saturday hours from 8:00 a.m. to 12:00 p.m. on the two Saturdays preceding each election.

Mandates voters present photo identification, be marked as "VOTED IPE" in the Statewide Elections Management System, and prohibits early votes from being tabulated or announced until after polls close at 7:00 p.m. on election day.

Prohibits ballot harvesting, ballot drop boxes, and mail-in or absentee ballots except for reasons already permitted under the Mississippi Election Code, such as military service, physical disability, age 65 or older, or temporary residence outside the county during the voting period.

Removes several existing absentee voting eligibility categories, including students/teachers away from their county of residence, those who will simply be outside the county on election day, and those required to work during polling hours.
