Amends Mississippi Code Section 23-15-213 to establish detailed duties for county election commissioners, including annual certification through Secretary of State skills assessments, proficiency in computer skills and Microsoft Office, and ability to operate the Statewide Elections Management System (SEMS).

Requires election commissioners to maintain voter rolls, train poll managers on state and federal voting laws, test voting equipment, create security devices for voting machines, and keep meeting minutes available for public inspection.

Mandates that each election commissioner be provided office space, a computer with printer, desktop scanner, copy machine, and adequate storage for election materials and voting machines.

Extends these same knowledge, skills, and task requirements to boards of supervisors acting as election commissioners and to municipal election commissioners or municipal governing authorities performing election duties.

Takes effect July 1, 2026.
