Establishes closed primary elections in Mississippi beginning with the August 3, 2027 primary, requiring voters to be registered members of a political party to vote in that party's primary election.

Voters can declare party affiliation by completing a uniform statewide voter registration application or by casting a ballot in one party's primary on August 3, 2027; those who do not will be designated as "unaffiliated."

Unaffiliated voters may participate only in nonpartisan elections held alongside party primaries, while affiliated voters are restricted to their registered party's primary.

Party affiliation changes must be submitted at least 30 days before an election and will not take effect until after any ongoing primary cycle, including runoff elections.

Voting in a primary for a party other than one's registered affiliation constitutes vote fraud, punishable by fines of $500 to $5,000, up to one year in county jail, or one to five years in state penitentiary.
