Creates the Metro Jackson Water Authority as a public benefit corporation to assume management and control of Jackson's water and wastewater systems following the termination of federal court-ordered interim third-party management.

Establishes a 13-member Board of Directors with appointments by the Mayor of Jackson (3), Governor (3), Lieutenant Governor (2), Jackson City Council (1), Hinds County Board of Supervisors (1), and includes the mayors of Jackson, Byram, and Ridgeland plus the DFA Executive Director.

Requires the authority to negotiate a lease agreement with the City of Jackson for transfer of water system assets, with the city retaining ownership while the authority manages operations and sets rates.

Authorizes the authority to issue bonds, borrow money, set water and wastewater rates, and receive loans from state agencies at 0% interest with 40-year terms and maximum principal forgiveness for startup costs.

Exempts the authority from state and local taxes and grants it powers to discontinue service for non-payment, impose civil penalties up to $100 per day for rule violations, and enter contracts with other public agencies.
