Creates the Mississippi Office of Apprenticeship within the Department of Employment Security to serve as the state's registration agency for apprenticeship programs in compliance with federal regulations (29 CFR §§ 29 and 30)

Requires the Executive Director to submit an application to the U.S. Office of Apprenticeship for state agency recognition by October 1, 2026

Establishes the Mississippi Apprenticeship Advisory Council with 8 members including representatives from Accelerate Mississippi, State Workforce Investment Board, Mississippi Business Alliance, employer organizations (2 appointed by Governor), employee organizations, and the community college system

Authorizes the office to register and approve apprenticeship programs, develop completion credentials, allocate state funds for training programs, and establish regulations for program standards, cancellation, and deregistration

Registration with the Mississippi Office of Apprenticeship is not mandatory for apprenticeship sponsors, and the act does not affect existing state or federal funding for apprenticeship activities
