Imposes strict penalties for non-compliance including immediate suspension of grant payments, potential termination if metrics remain unmet within 120 days, and 3-year debarment from receiving grants for violations

Prohibits use of grant funds for partisan political activities, voter registration drives, or get-out-the-vote campaigns, and requires executive officers and board members to disclose conflicts of interest and criminal convictions related to fraud or corruption

Subjects all NGOs and quasi-public entities receiving state funds to compliance audits by the Office of the State Auditor, with detailed financial reporting requirements including expenditures over $25,000, and reports due within 180 days after fiscal year end
