Establishes the Mississippi Emergency Communications Authority (MECA) as a subdivision of the Mississippi Emergency Management Agency (MEMA) to develop and implement a statewide Next Generation 911 (NG911) system

Levies a $2.00 per month emergency communications service charge on residential telephone lines, commercial telephone lines, Voice over Internet Protocol accounts, wireless (CMRS) connections, and prepaid wireless retail transactions, effective January 1, 2026

Creates a 13-member advisory board appointed by the Governor and Lieutenant Governor, representing public safety officials, telecommunications industry, county supervisors, municipal officials, and emergency services associations

Establishes three funds: the NG911 CMRS Grant Fund for capital improvements and equipment, the State NG911 Fund (up to 7% of service charges) for administration and statewide implementation, and the Emergency Communications Public Safety Trust Fund for distribution to local emergency communications districts

Requires the authority to develop a State NG911 Plan by March 1, 2026, publish minimum standards for local emergency communications district plans by September 30, 2026, and maintain a distribution formula for allocating funds to districts based on zip code designations and population
