Establishes the Statewide Information Technology Optimization Program to centralize planning, development, and oversight of all state agency IT systems under the Mississippi Department of Information Technology Services (ITS)

Requires all state agencies to submit proposed IT projects, acquisitions, and system changes to ITS for review before procurement or implementation, and align their technology plans with statewide enterprise architecture standards

Allows state agencies, public and private higher education institutions, local governments, and community colleges to utilize IT acquisitions and contracts made by ITS for shared use

Exempts records, documentation, and meetings containing sensitive security or infrastructure information from the Mississippi Public Records Act and Open Meetings Act

Authorizes ITS to receive donations and grants, develop internship/fellowship programs, and requires agency IT procurement funds to be paid into the ITS Revolving Fund; takes effect July 1, 2026
