Creates a State Security Operations Center (SSOC) within the Mississippi Department of Information Technology Services to provide centralized statewide cybersecurity operations including continuous monitoring, threat detection, incident response, and security automation

Requires all state agencies to comply with cybersecurity policies, report suspected incidents to the SSOC within ITS-set timeframes, and cooperate with monitoring and vulnerability remediation efforts

Grants the ITS Executive Director enforcement powers including imposing additional oversight, temporarily limiting agency access to ITS-managed systems, and assessing fees for increased monitoring or remediation when agencies fail to comply

Authorizes SSOC collaboration with the Mississippi Office of Homeland Security, federal cybersecurity partners, and public universities/community colleges to develop a Cybersecurity Talent Pipeline Program

Mandates annual reporting by January 1 to the Governor, Lieutenant Governor, Speaker of the House, and ITS Board on operational performance, cybersecurity incidents, resource needs, and upcoming priorities
