Recodifies and brings forward approximately 50 existing Mississippi Code sections (25-53-1 through 25-53-301) governing the Mississippi Department of Information Technology Services (MDITS) for purposes of possible future amendment.

Makes only technical, nonsubstantive changes to Section 25-53-259, with no alterations to the substantive provisions of the information technology governance framework.

Maintains existing MDITS authority over statewide information technology planning, procurement, telecommunications, cybersecurity standards, and operation of the State Data Center.

Preserves current exemptions allowing the Department of Health and Department of Revenue to bypass certain IT procurement requirements for Mississippi Medical Cannabis Act implementation through June 30, 2024.

Continues the five-member gubernatorial-appointed board structure and existing requirements for the executive director position, including qualifications and bonding obligations.
