Maintains the Youth Court Support Fund program, which provides state funding to youth courts based on caseload formulas, with annual appropriations of $2.5 million

Preserves confidentiality provisions for youth court records while allowing disclosure to specific entities including the Administrative Office of Courts, PEER Committee, and law enforcement agencies under defined circumstances
